Avg, P95, and Max in the Merge Queue Time Breakdown

The Time Breakdown widget on the Merge Queue Stats page has a new Avg / P95 / Max selector.

Alongside the typical split of a pull request’s time in queue — CI runtime, waiting for CI capacity, schedule windows, and freeze periods — you can now see the 95th percentile and the maximum of each. Slow outliers that an average smooths over become visible, so you can tell whether a queue is usually fast with rare spikes or consistently slow.
